Modeling of urban engineering infrastructure quality assessment processes using neural-fuzzy networks

Abstract in English: 

Background: To create a favorable and comfortable urban environment, it is necessary to conduct a rational housing policy, to plan the city layout for the future development, to form engineering infrastructure and to take other measures based on monitoring the current and retrospective state of facilities and rapid assessment of the situation. We have analyzed the existing methods of urban living environment (human habitation) quality assessment, identified the most significant approaches, their key features and the main stages of assessing the state of an urban system: from selecting sources and collecting data to the mathematical processing and interpretation of the results. The analysis has shown the absence of control and adjustment segments of the tactical plan. All this makes it necessary to develop a new method of urban engineering infrastructure quality assessment that would be open, self-adapting and would satisfy the principles of flexible scaling.

Materials and methods: The model of making decisions in the field of urban planning and management was developed by using the mechanisms of neuro-fuzzy networks with an account for engineering infrastructure.

Results: According to the results of the primary and secondary analyzes, we have developed a conceptual model of the methodology for the integrated assessment of the engineering infrastructure of an urban area based on neuro-fuzzy networks. We have also described the main stages of the model development: selecting the general set of evaluation criteria and constructing the architecture of the neural-fuzzy network.

Conclusions: The proposed neural-fuzzy model allows us to develop a decision support system for planning the development of the urban power supply system.
